98SE ICS Internet Explorer timing out to early

I have 5 computers on ICS, using an AT&T dialup. The host works fine, but the others need to have the refresh key hit for each initial connection. IE is timing out before the host can finish dialing up, and I have no idea where I set it to a longer delay before giving an error message. It only needs about 5 more seconds at the most. Is there a registry setting or anything for IE (or a general setting for tcp/ip) that I can change?
