98SE - How do i prevent IE from checking the contents of CD drive while opening browser?

NT, its annoying when i click IE icon and it loads up and locks my system while it checks the CD drive, I saw a fix for this in XP where you have to delete a key on remote computer, did the same with 98SE but this fix didn't work for this, any help is appreciated...
 
My guess would be to try emptying your history folder. You could also just pop out your cd from your cd-rom when not in use. Also, if you have IE start up with "folders" showing it'll scan your drives as well, so turn it off if you have it on.
