9800 PRO DROPPED MY CPU SPEED???

i recently installed an ati radeon 9800 pro graphics card on my computer and two days after i was finished adjusting the card i randomly checked "my computer" "properties" and my processing speed has dropped from 1.66 ghz to 1.24 ghz... i also noticed that my over clock switch on the mother board is still turned on... so could anyone tell me wha the problem is and perhaps how to fix it?
