9800 Pro - AGP Speed and Fast Write problems

I've had my 9800 Pro 128 MB since May, and I haven't had any problems with it until recently. I reinstalled Windows XP Pro, and now I can't set the AGP speed to 8x or set Fast Write to "on". I was able to do this before the reinstall, but not now. I tried all the drivers from 3.7 to 3.10, but none of them worked.

I'm running this in an Asus P4C800 Deluxe mobo with an Antec TruPower 430W psu, so I don't think it's the hardware. As always, any help would be appreciated.
