980 Ti Non-Constant 60fps in Fraps

I have a 980 TI and a Intel I7 6700k CPU with 16GB DDR4 Ram. What I've been noticing is that in many games, when i turned on FRAPS, i notice occasional dips into 59 or even 58 FPS. I am playing with VSYNC on in many games, but I have also tried the trick of disabling vsync in game and turning on NVidia's adaptive vsync in the control panel, setting performance to max, max pre-rendered frames to 1, etc.

Do you know if there's anything else I can troubleshoot ? The highest my GPU temp reaches is 75C and my CPU around 55C, none of those which are even at the limit yet so I don't believe there's any throttling happening.

The oddest thing of all is these momentary dips are happening even when I turn down ALL the settings. So I would think this isn't a question of my system not performing well enough because otherwise I would think I should be seeing 100% super constant 60FPS ?

I've also read this is completely normal behavior with VSYNC ? That you should expect occasional dips into 59/58 FPS ?

Thanks RaistlinZ, can you elaborate a little more on why it's considered normal ? So are you saying even if i had two 980TI's, i would still see those same dips ? Or is there some area of my PC that is bottlenecking the performance ?

One thing I should note is that I'm installing my games on a regular HD and not SSD.

It's because of V-sync.
