'98 RAM 1500 with OBD II code P0740

My brother was driving his 98 RAM 1500 5.9L V8 pickup truck with 110k miles on it, and he suddenly couldn't make the truck go faster OR slower than 60mph. He had to turn off the engine in order to stop. The code scanner gave me the error code P0740--Torque converter clutch circuit malfunction. I think that the torque converter clutch did not disengage for some reason. Does anybody know how much it will cost to repair this issue?

A trans problem would not cause the throttle to lock up. If he was doing 60 and took his foot off the gas pedal it should have slowed down. A bad trans does not make you go faster.

best thing to do is remove negative battery cable for 5 minutes and then reinstall it and try it again. If he starts it up and the engine revs up without hitting the gas it is not a trans problem.

You may be able to unplug the electrical connector for the lockup TC and get along okay without it.

I was reading some articles on the Internet that said the same thing, but I couldn't find where the connector is to unplug.

As far as I can tell, the 46RE's torque converter lockup function is controlled via the TCM and a solenoid in the valve body. You might check to make sure the kickdown cable isn't stuck and holding the throttle in place as well, that could indicate where the problem actually is.
