9700 Pro Video Card Fan dies

I recented bought a Shuttle SN95G5, moved my ATI 9700 Pro, 2 hard drives to this new system. Installed A64 3000+ 939, 1 GB (512x2) of Kingmax SuperRam PC3200 CAS 2.5. I boot up and reformat my computer, install winxp, get latest ATI drivers.

Everything seems to be working fine up to now. I restart and I noticed that I get artifacts on my screen. I test it again, but this time with my case open and I noticed that my Video Card fan has stopped spinning. I check connectors and without avail they are all are connected, then when I use my can of air on the fan it moves and keeps it moving.

However, restarting my computer again brings my fan to a complete halt.

What is the possible problem and solution? When I moved my video card I noticed that it was very dusty, and without avail I cleaned it with air very carefully. There doesn't appear to be any dust left on the video card and its fan.
 
the air can gives the fan "kick start". you should be able to get the same effect by tapping the fan blades in the right direction, but i'm sure you don't want to do this for every restart. this is due to an underpants gnome stuck in the fan motor(or dust maybe, who knows). its probably not worth taking the fan apart to re-lube it...(which doesn't always work) i say just find a suitable replacement hsf
 
The bearings on the fan are shot. You need to replace it. If it's under warranty you can ask the manufacturer for an "Advance RMA" which means they send you a replacement first (you give them a credit card number to guarantee you return the old card) and when you receive the card you pack the old one in the same box and send it back.

If it's not in warranty then there's plenty of after-market VPU heatsink/fan kits you can buy. Check Directron, NewEggg, etc.
