9600GT fan not spinning down

I've had this 9600GT for over a year now and it always ran quietly when not running a game and then would speed up as temps went up. It continues to speed up like before, but now the fan doesn't spin down. I'm guessing this behavior was caused by a driver update. Does anyone know how I can fix it without installing older drivers?
