thats pretty crapy for a 950w PSU

most 500w PSUs have 40 on the 3.3 and 5v lines and 16-20 on 2 12v rails

That could power both my pc and my growlight. Or a microwave casemod sounds cool, you could have a slide-out tray to stick burritos in.

appears to be a fairly good PSU based on the price, although that is not the only way to look at it.
however, it is a server PSU - it has a bunch of 12V rails instead of one or two, meaning it is great for lots of HDDs but not great for one really power-intensive thing.

SFF power supplies do.

I'm not too familiar with SFF setups, so I'll take your word for it. I know for a system like that I wouldn't get a 250W ATX PSU regardless of what quality it was.

The PSU has four 12V rails, 2 x 14A and 2 x 18A. Is 64 amps on the 12V rail pretty crappy? I don't know, I can't forsee any scenario where a user would have a 2 single components that exceed 18A requirements. The two 14's by themselves are plenty to power all but the most exotic setups. The PSU is also not really a true 950W PSU, and it's stated multiple times on the spec page. That's a "burst" rating. The highest peak level it can sustain is "only" 750W's.

IWill ships their DUAL Opteron SFF barebones with a 300W PSU. The compatibility list for the system includes dual Opteron 250's, Geforce FX 5900's and 6800GT's among other hardware. I know IBM ships some of there dual Xeon systems with 300W PSU's as well. The belief that you need anything over about 300W's for any single CPU home user system no matter how extreme is one of the greatest myths of the current generation of enthusiasts.

That may change with the advent of SLI 6800 Ultras and highend Prescott, but we aren't quite there yet and that is an extreme setup that goes well beyond what any even typical enthusiast would be running.
