Actually, 3450 is about what you would expected from the Radeon 9500 Pro in 3DMark03 without FSAA or AF turned on (you probably have application preference set, which defaults to off with 3DMark03). I've seen numerous reports for the 9500 Pro without those features on, and they are all in that range if everything is working right. From my own experience, using 2X AA and 8X AF (which is what I run mine at) knocks you down to around 2200 on 3DMark03.
The reason the score is so low is that 3DMark03 is designed to heavily stress graphics cards - no one gets decent frame rates in those games (it's designed more for future cards and future games). 3DMark 2001SE is the more predictive benchmark for current graphic cards on the market.
