i can run my 2005fp rotated with my 9800pro fine. everything you do seems slow or just browsing?

Rotated on mine it is slow in both browsing and everything else too.
A good example is if you open display properties while rotated, and pass your cursor over the tabs (Themes, Desktop, Screensaver ect).. on mine they kind of flash in a strange way that it doesnt do while in landscape mode.

I think I'm going to record a video of it, what is the easiest way.. FRAPS?

FRAPS might work to capture it.

Btw, could it be slower and not as good visually simply because the horizontal becomes the vertical and the vertical becomes the horizontal and since vertical and horizontal refresh are generally different to account for the widescreen aspect ratio of the display in its normal position, images now being driven to run horizontal on the display when it is turned sideways are going to refresh in a different way (side to side instead of top to bottom)? Could that account for the seeming lag and especially the flashing you might notice?
Have you also tried with V-sync off (or on if it's off) on your desktop display settings?

I will think about what you have said. Also, you can enable/disable vsync within 2D environments like the Luna GUI? I was not aware and how do I do that?

Rollo forwarded this for me to Nvidia and they have replied. I am in the process of responding to their questions now too. I think we will get this issue fixed or at least the root of the problem figured out.
You raise interesting points that I'm going to have to think about.. I've got to get to bed, I'm up way too late and I worked a 13 hour day today.
