90% sys resources

so originally I thought my 400gig sata drive have a virus or trojan that may be taking up the system resources. My sys resources is constantly holding at 90% even after turning off most programs and after a reboot. So I did a clean install onto an older smaller hd and see what happens. After the clean install my problem still persist holding at the same %. Do you guys think its a Ram issue? I am using oldschool DDR1. If its a memory failure wouldn't it not boot up at all? I don't think its a CPU issue right? Do i need to just get a new rig now since it seems like a lost cause to me.

I had a similar computer once to fix that had a bad cdrom drive that would push the cpu usage up to 99%, and bring the computer to a slow crawl. All I'm saying is, something is wrong with the hardware, or the drivers, and it could be almost anything - but I can pretty much guarantee it's not the cpu. The cpu is never the problem.

What OS?
Are your drives in DMA mode, or PIO?
If in PIO, then turn them to DMA in control panel/hardware/hdd

What exactly are you referring to when you say system resources? CPU usage\PageFile\Mem?

Also, what OS?

Thanks guys for the help. I started disabling different hardware and by some stroke of luck I found out that it was my wireless card that is having issues. I guess I'll go ahead and buy a new one. It was the one that was taking up massive system resources. I disabled the drivers and my system stabilized. Then i went ahead and took the card out and rebooted and now its working perfectly. Thanks for the suggestions.
