And if a cruise missile did really hit it, then why would they have stopped there?

Many theories are floated and proposed.

A military thesis that I developed was how to design/impliment a nuke strike on LA The thesis did not go into why we would need to nuke LA, just that it had to be done and how to handle the aftermath of such (politically,economically and militarily).

Now 30 years later, someone could find that paper and claim that the government had plans to nuke LA. Or, some young officer could take my ideas and turn them into plans for a neutron tactical strike on just the port.

The facts that a nuke strike on LA would be true but when reported as such, taken out of context.

Much military planning is done in anticipation of wild eyed contingincies; following generattions can take these ideas and refine them according to current technology and events.

A politician asks an offhanded question and the answer is available or gets developed.

That does not mean such a plan will be implimented.

As shown, politicians very seldom listen to the military to the detriment of the country's welfare.
