8k7a & power transistors

So my 8k7a w/ Duron 850 is having issues... The first time I booted up then fans spun for about half a second and then stopped and the power was cut. So I took out the video card and started it up and the fans/cpu/etc. whirred into action and the little POST LED went through a bunch of stuff and ended on "72". So I turned the system off and noticed a LOT of heat coming out of the power transistors right below the CPU. Is that why those huge heatsinks are on there? Is this normal? Anywho, I can't get the beast to start up anymore...the fans just spin for half a second and then stop. It is not shorting out...I have checked everything! Any ideas?
