nVidia really has no reason to launch anything new at this point, their current lineup is more than sufficient for the next several months. I'm certain they COULD release a refresh part today if they wanted, but it doesn't make any sense to do so. Launches are expensive and with their top end cards competing very well against the AMD parts, they are sitting pretty until the Fall.

But you know what happens when a company sits on their horse for too long (yes I am looking at you AMD), then suddenly the competitor comes out of nowhere with a product that totally owns the opposition (C2D) and they get screwed, so from that point of view its not very wise to stop updating their hardware "just because" there is no competition at the moment

Don't be silly, they are not going to stop updating their hardware just because they are currently in the lead. All the people that were developing future GPUs will still be doing it, nVidia just doesn't need to release interim/refresh products on a breakneck schedule.

If the 8900GTS doesn't have the specs and performance of an 8800GTX, it's definitely BS. Refresh on the G70, which was the 7900 series, the 7900GT had the performance of the 7800GTX.

So yeah I'm guessing the whole story is BS because I don't agree with their numbers, especially their prices.
