860 turbo voltage help

I recently dove back into trying to overclock my rig when I noticed some seemingly high stock voltages in cpu-z.

When my i7 860 turbos up to x26 I'm seeing core voltage go as high as 1.37V. I know intel spec puts 1.4V as the highest "safe" operating range, but is it normal for voltage to get that high on a non-OC'd processor?

I've noticed that under a quad-core load (x22), voltage stays below 1.24.
 
I'm running on an EVGA P55 SLI.

I've also noticed that manually setting a voltage in the BIOS doesn't seem to do anything in regards to what VID is selected at a particular load. Do I have to use an offset to change it, or does that setting act as a sort of center point?
