84.21 lost overclocking options

My Video card was overclocked to 602/1560 within the nVidia 84.21 driver menu. After I reformatted and reinstalled Windows, though, I no longer have the "Clock Frequency Settings" option in the menu. Is this because I do not have RivaTuner installed yet?

Also I didn't download coolbits or anything before the reformat, I just had RivaTuner and the 84.21 Drivers.
