How far away from the PC can I be with an 802.11b card? Can it be like a
block away?

Was wondering if I can use my local coffeeshop hotspot as my ISP.
 
50-1000ft depending on obstructions. You can buy an antenna to boost the reception.

Can you get an roof antenna just for the receiving end? (my home PC/laptop)
 
You can, but there a lot of things to consider. Namely, does your AP/card/etc. have an external jack, if so what format (TNC, etc.), how long is the cable going to be (signal loss increases quickly).

Any more details of what equipment you are using and where are you trying to go?

If you're trying this in a residential neighborhood, I wouldn't be too optimistic about getting reception "1 block away".

Aside from physical obstructions to block the signal, you may also get all sorts of interference from other 2.4 Ghz devices like cordless phones.
