7VAX multiplier problem

Okay, recent acquired a Gigabyte 7VAX. Here comes a strange problem.

My CPU is a 1700+, with default multiplier at 11.5. But I've tried 166x10 at 1.55v without any problem; although my previous KT4V can only take up to 1.60v. So I get a Gigabyte instead.

now comes a strange and very annoying problem. Since there isn't any multiplier adjustment in BIOS, I decide to use the dip-switch for both multiplier and bus speed.

Yes, 166x10 boots up, and actually 166x10.5 is working, too.

However, this problem occurs. I can "shut down" the system and restart, without any problem. However, if I want a warm reboot(just restart from windows), I'll get a blank screen and have to manually turn off the system and THEN start it up to get the POST screen. If I just choose to restart, all I get is a blank screen.

And yes, have already updated to the latest BIOS. But problem like this still occurs...

So any idea?
