In February I had problems with my 7970's where in Windows just dragging a file window around would show noticeable stuttering and would lag quite a bit behind the mouse pointer. It was an odd problem which in the end reduced enough to no longer be a problem by doing the following:
1) Setting EPU on the motherboard to High performance
2) Setting the power option to High performance
3) Disabling ULPS
4) Disabling core parking
5) Using MSI afterburner to make the GPU run at full speed when in Windows.
I basically disabled all the power saving across my CPU and GPU and found that the snappiness I am used to returned.
However I recently upgraded to WHQL 11.3 and Asus bios 1010 and one of the two has reintroduced the problem, despite all of the above still being in place. However I found in addition to the above that going into the Visual adjustments for Windows and setting it to Best Appearance instead of letting Windows choose improved the latency noticeable. Its not good, at what I now have is shown below.

The photo below is just a freezed snapshot of the video showing the difference in rendering of the mouse pointer verses that of the highlight box, where there should be no difference whatsoever. I see this same latency when dragging windows, typing and anything else in Windows and the whole thing feels slow.
Its interesting that on a 6950 I see a similar problem, but less pronounced. The question I have is whether other people see the above as well. I am keen to hear if NVidia 680 users see the same problem I show in the video/picture?
