7950 GT not recognized by XP, bios?

I just sold my EVGA 7950 GT to a friend and we are trying to install it in her PC that's built on an MSI MBOX K9N6SGM-V. However, the new card does not seem to be being recognized by XP Pro and or the bios. First off, all relevant bios settings have been set to disable onboard VGA if PCIe VGA is present, and to default VGA output to PCIE-->PCI-->IGP. When we boot with the monitor attached to the 7950GT, we get nothing (not even the "check signal" message, which makes me think the card has power? And yes, the 6-pin PCIe cable is hooked up). After plugging the monitor back into the IGP VGA out (which is from the Geforce 6100) we see that XP is booting fine, and after it loads there is no mention of the 7950GT in device manager.

It seems to me that the BIOS is not recognizing the card, because of the fact that we do not see post screens or anything when hooked up to the card, and because Device Manager doesn't even show an uninstalled/unkown device. But as far as I can tell, all relevant bios settings are correct for the use of a PCIe video card. We have not yet updated the BIOS, as I would normally leave that as my last resort.

Also... the MOBO only supports up the PCIe 8x on it's PCIe 16x slot... my understanding of the PCIe standards is that there should be no issue with running a PCIe 16X card @ 8x speeds, besides possibly slower performance when paging to system RAM? And, a 380-watt power supply should be more than sufficient for this card, an Athlon 64 LE-1620, 2x1GB DDR2, SATA HDD, IDE DVD-R. The PSU is rated for 14A on +12V1, and 15A on +12V2...

Any help is much appreciated, I've never been so stymied by a video card!
