790GX chipset runs VERY hot

No way you could just strap a fan on the chipset somehow? That usually gives good results. A 60mm fan should fit there, that is if it doesn't interfere with the cpu cooler.
 
You can undervolt them and it probably wouldn't take too much to cool it off either. A 50 mm fan would probably fit a little better but be harder to find.

You could get an HR-05 on there perhaps, those sinks work pretty darn good.

I've had a couple of 60 mm Revoltec fans, but I guess you find these only in Europe. They had like 2000 rpm, but stayed very quiet. I actually strapped one on my P35 north bridge. Since I have no temp sensor and it didn't affected my overclock at all, I put it back in my drawer.
I guess any 60mm fan could be quiet, if you put it on your 3 pin connector on the mobo and use speedfan to control its rpm.
 
I've found these to be most effective and very quiet, I could be wrong but it looks as if you could fit two of these buggers on there. To mount them I use plumbers "Goop" that can be had at most any hardware store. A dab in the center of the fan motor or on two opposing corners will do. The stuff sets in 10 minutes and can be removed easily enough. It is like a silicone rubber but better.
 
Thanks for the suggestion I'm gonna pick some up and see how it is.

Could I piggyback say 3 of those fans and attach them to 1 motherboard header?
