780 SLI Throttling.

For some reason lately one of my 780s keeps throttling back on load. With precision x I have the power target at 107 and gpu temp at 94c. The card throttles whether I have the priority set at power target or temp. the card starts throttling even as low as 60-65c so I don't think its a temp issue. The only way I can keep the speeds up is if I use the kboost option and even then while running a bench I noticed it drop 25 mhz for a few seconds. What else should I be looking for?

Current set speeds 1150/3060.

Thanks for the suggestion. I did the full driver clean, but the card is still throttling. I am thinking the card may be going bad.
