754 Setup to Clock - 3000 or 3200? RAM?

I'm trying to build a nice system on the relatively cheap side of things to get great performance. If I pull off a good chip (any particular stepping to look for?), what kind of clock difference would the 3000+ and the 3200+ show, and would the 3000+ be a better value than the 3200+. Is TCCD type (Patriot 1gb PC3200 @ NewEgg) memory necessary to get the high clocks on air, or just something better than PNY junk ($50 AR) going to be good enough?

Rest of the rig will include a Sonata case with a 120 added up front, a Zalman 7000 or SP-90, and an Ultra X-Connect 500W PSU if it matters.

BTW, I took a little visit to Monarch and Fry's today to check out cases and what not. Talked to the guys at Monarch about their abnormally high priced DFI Lanparty board ($139 vs $102mWave & $107 NewEgg)... hopefully they'll be coming down a little bit but it doesn't sound like it will be enough to really be priced to the competition. Still probably going to go with them since they are local and they test combos.

skt 754 2800AX BOX with Chaintech VNF3-250 = $192

Nothing can touch this price/performance wise. Set bus to 290 and mem setting to 133 and buy cheapest PC3200 ram frys sells. (i think they had pqi or partiot 3200 512MB for $40 this week)
