733mhz p3 + GeForce Ti4200 64mb + 45.23 Drivers + DirectX 9.0b = 1 Frame per second in games!!!!

Ok I havnet played games for a couple months but htis problem is now bugging me

i have 733mhz p3 with direct x 9.0b and latest ti4200 drivers 45.23 with all setting optimal

ran pcmark 2002 my cpu score is 1867 and memory is 1610 hard drive is 733

i know these are low but they correspond to the speed of my old computer with pc133 ram

however when i run 3dmark2001 i get 1 frame per second in games and the screen basically doesnt move at all
i cant play any game at all since it just becomes slower than a slide show lol

What the deal any suggestions ? and i still had these problems with the previous 43 detonator drivers as well....is there a hardware software conflict that appeared that i am unaware of?

Make sure you have the latest BIOS and chipset drivers for your system, otherwise you might experience terrible performance. Also make sure your AGP aperture is set to 64 MB or 128 MB in the BIOS.
 
i have agp set to 64 mb

but my motherboard was made by intel so i dont even know wher eto update the bios for it its 5 years old i dont even know the name of it

lol i think its chipset 815
