I have a palit GeForce 7300GT. It has a core clock of 350 mhz and memory clock of 350mhz. I used to overclock it to 521mhz core and 440mhz memory and sometimes even to 600mhz core,500mhz memory. Earlier it used to show frame rate of the 3d simple at 1800+ in performance test 6.1 but now it barely shows 600fps. also on the atitool it showed 300+ fps in 3d view but now it shows only 190 - 200 fps. Is it damaged?

Quite possibly...

Have you been monitoring temperatures while overclocking? Do you have any case cooling?

Overclocking a card that much has to have lasting problems I would have thought..even my 7950GT only hits about 650MHz core....and im assuming your 7300 has only a crappy single slot (or even just a tiny fan) as its cooling.

Put the core and memory back to stock and see what the temperatures are. Also run the tests again at stock and see if they are back to how they were before you overclocked it. It could be just that you've pushed it too hard. Or, its overheating. Worst case is thats its damaged from too much heat over a period of time.

My 7300GT has a fan and my case has a 5 inch diameter fan installed pointing towards the card and the temperatures never crossed 59 degree celsius even during the highest overclock and while running 3d view in atitool. I have returned the clocks to stock and the temperatures return to 53c running 3dview in atitool. I have tried reinstalling the drivers but theres no difference.

Now I remember I had forced Vsync on with the nvidia drivers. When I changed that setting atitool started displaying my previous fps. Grrrr@#$%$#!!!!

You went from 350/350 to 521/440 to 600/500? That is a freaking incredible overclock. You have basically forced a DDR2 7300GT to meet/exceed 6600GT/7300GT GDDR3 levels. 350 core to 600 core...wow.
