If comparing drives of the same era the desktop drive will be significantly faster. The combination of 40% higher velocity on the outer track with being less optimized for low power situations can give desktop drives a pretty good edge.
If you're comparing a new laptop drive against a 4-5 year old desktop drive things may be different.
Will a human notice any difference? Probably depends on what you're doing, how fast you expect the computer to load applications, and how much RAM you have. If you move a lot of large files around there will be a difference, if you just surf the web from a lightweight linux distribution not so much.
