7200.10 RPM running a little slow?

I have a perpendiculuar 7200.10 RPMSeagate 320gig I picked up and I run HD Tach and it shows me its only doing 66mb/s... how can I change the DMA or something to up that to 258 (what I have seen in reviews).

The interface can do 3.0Gb/s, the hard drive can only handle 66MB/s.

Read the graph for crying out loud. BURST SPEED. It shows a LOWER average speed than you're getting.
 
On the back of the Seagate 7200.10 250Gb and 320Gb drives is a little tiny jumper. Pull it off and it'll set it to SATA 3Gb/s. This is something I found on the NewEgg reviews when researching these drive. I did it on mine (250Gb) and it does indeed set it to run at the faster speeds. If you dont remove the jumper it'll run at the slower SATA speed.
