os 70Hz too much for a 19" monitor? i have a viewsonic a90f and i read somewhere that the higher the refresh rate the better it is on ur eyes but if its giving me a performance hit ill turn it down also i i dont remember where i was reading this but it said that 1280x960 is a better resolution for crt's and 1280x1024 is for lcd's. ive been running 1280x1024 for as long as i can remember, im trying out 1280x960 right now and everything looks tall but like in cs:s and hl2 is has 1280x1024 for lcd and 1280x960 so would running lower refresh rates and lower res be better for my monitor. lower res would obviously be better for games to keep fps up

1280x960 is a widescreen resolution. by using it on your non-widescreen monitor you are squishing the picture, making everything look tall.
70hz is not too much for the monitor if its rated to run at 70hz at the resolution you are using. If they say it can, it can, if they don't, it can't.

With a crt you want to run 1280x960 as it has a 4:3 aspect ratio just like all of the other resolutions, 1600x1200, 1024x768, etc. 1280x1024 is ONLY for lcds as the physical dimension of the lcd itself is 5:4 which is the same aspect ratio as 1280x1024. Just divide the two numbers. You also want as high of a refresh rate as your monitor will support to get the least flickering and framerates. It will never hurt your performance to raise the refresh rate, only help it.
