700m 1.6MHz Pentium M runs at 589MHz

That is the SpeedStep technology. It will throttle up to 1.6GHz when the load demands it.

If this is on a Dell Inspiron, search for SpeedSwitchXP to change the settings. That, or enable the "Always On" power configuration, which should keep it at 1.6GHz. Of course, if you do this you will see >heat and <battery.
 
Then something has to be wrong. Those Dothans are very fast chips. Did you have more RAM in your Celly? Are there too many progs running in the background? I had a Dell 2.0 Celly laptop at work for a few weeks and this 1.6A Dothan absolutely smokes it.
 
One side-note I neglected: If the laptop is running on battery, by default it may not throttle past 600MHz. That could explain the decrease in speed. Another possibility is a slower HD (4200 rpm, perhaps) that can lag the entire system.

I'd recommend plugging the laptop in (if it isn't already) and running a benchmark or two. Then do the same on the Celeron, if you still have it. You should see a decent increase in the results.
 
i have a sony pcg-grx560 1.6 p4m that I've tried a couple of chips in it: 2.8 533fsb that runs @400fsb = 2.1ghz. But then I thought: hey why don't i just get a 2.4 p4m? well I did, but I cannot get it to run faster than 1.19ghz as per intel freq id util. Any Ideas?
 
its all the junk software that comes with the machine

I've got the BB's Toshiba M35X-S109 - with Celero M 1400mhz.
This is suppose to be a very fast chip with 512K of Cache no less,
but it feel slowe than my Pentium II-366mhz laptop.

That is because Toshiba loaded the laptop with TONS of CRAPS: AOL, SPAM, Ms-OFFICE DEMO etc....

Once I REFORMAT the laptop, it feel much MUCH FASTEr.

 
1) MY 700m is very fast and I'm very happy w/ it. Only problem is loading of programs but that's b/c of my slow 4200rpm, which will soon be changed 😱) to 7200 ooooo can't wait!

2)what peter said... if you have a bunch of junk preloaded from dell it'll SLOW SLOW SLOW the comp down
OMG i got my mom the hp from comp on BF, and OMG there was so much crap! and they use up like at least 3 gigs of space for hp printer drivers wtf??? Startup.. don't even make me go there. So yeah reformat or do some good cleaning. maybe that'll help
