7 Volt Fan and RPM questions

I have a Pent 3 1.1ghz (not overclocked) and a Vantec CCK-6027D Fan. I hooked up this fan to motherboard sometimes it looked like it would barely turn for a while before kicking in, this scared me so I hooked it up to 12 volts. Now fan has 9700 RPM but is only suppose to be a 5500 RPM (Why is that?)CPU temp is great in 30's C but very loud. So I tried the 7 Volt method it was not as loud, but RPM now read 0 RPM. http://www.heatsink-guide.com/board/messages/4213.html and I am wondering if you are not suppose to connect the RPM wire to motherboard, the article above is talking about a more complicated method, but wonder if the RPM problem is simular? Could I have damaged my motherboard? is 5 volts from ground going into motherboard from the RPM wire? Not knowing these answers I decided to try just hooking it up to 5 volts now fan is at 3600 RPM and CPU Temp idling and load is 49C to 51C also fan is very quiet. Its winter here now and I am thinking for summer the 7 volt method would be better, but I dont want to harm any componets in my computer from doing this, Is it safe? Should I disconnect RPM wire from motherboard? With 7 volt fans does it always screw up your RPM reading and make it read ) RPM? Why would running my Fan at 12 volts give me such a high RPM of 9600 when it should be 5500? Any answers to above question highly appreciated, thanks again!
