What makes you think I wasn't being serious? There's a reason certain locations are popular for psychos intent on killing people and it's not adequate parking or clean restrooms. The perceived lack of armed response is one of the key elements, people don't go on killing sprees in areas where they're likely to face overwhelming return fire.
Add to this the fact that he took off after his first reload because he didn't want an all out confrontation from SWAT; instead, he ran and hid in a grocery store after hiding the weapon somewhere. If he was truly insane, he would have just kept firing and been taken out by SWAT or a sniper.
He knew exactly what he was doing, and the police have said he has expressed absolutely no remorse whatsoever. He was there to kill someone in particular, and when he found out they weren't there, got even more pissed and took it out on the secretary and a room full of students.
Only Utah has a state law that says it's legal to carry anywhere it's legally permitted, including schools, colleges and universities. The chances of the next school shooting being in Utah are lower than anywhere else, because anyone who isn't literally insane isn't going to go to school with a gun and face the chance that any one of the teachers or administrators (or, in colleges, fellow students 21 and over) could take them out before they fire their first shot.
