6800GT, drivers, or monitor???

I havent been able to get my 6800GT to where Im happy yet and just trying to dial down tot he problem. All benchmarks seem in the upper range for my setup. But in CS:S (all settings max, vsync off, 1280x1024) Ive noticed the lines around doorways being extremely jagged, and some screen blips. So I locked FPS to 60 and what Ive noticed now is a wierd line about 1/2" thick that distorts the game going up and down at times. Is this a crappy monitor with bad refresh rates (60hz at 1280x1024) which I seem to doubt because the problem occurs at lower res (1028x764). Drivers Ive reinstalled numerous times and switched them. Or is it a card issue? In benchmarks everything usually looks very good so Im really at a loss. My power supply is a Logisys 500w 12v/25a and Im using a second power supply to power all my case fans. I have a NEC AccuSync 900 - display - CRT - 19" on the way. So if that doesnt help Im really at a loss. Any ideas?
