Ungh! :| I spent my entire weekend building my new PC (w/ cable ties, lights and all), then loaded XP with all of the drivers, etc. only to run into this problem. Here's what I sent to BFG. Have any of you run into this? Is it just a software issue or would I need to RMA the card? 
I purchased a BFG 6800 Ultra OC from Chumbo and am using a Samsung SyncMaster 213T. Here's my problem. When I am using the 2nd DVI port (the one furthest away from the S-Video and next to the AGP pins) in 1600x1200x32x60Hz, the screen skips at times. I also tried lower resolutions and have the same problem. The best way to describe it is that the screen is drawn correctly, then it immediately is drawn again, but shifted up between 1/4 to 1/2 of the distance from the bottom of the screen. This happens very rapidly and continuously. I also see a long white horizontal line drawn where the screen jumps. (I use a black background.)
Here's how I got this problem: I went to this url: http://www.samsung.com/Support/ProductSupport/index.htm and dragged around Mozilla and IE. When the window is in the right-hand side of the screen, this problem occurs. It also happens when I resize & draw the window with my mouse. The jumping, however, varies depending on where the window is.
I am working around this problem by using the 1st DVI port (the one in the middle next to the S-Video) - no problems so far. However, I want to attach a 2nd Samsung SyncMaster 213T to my card. I did, however, attach a Sun Microsystems 21" analog monitor to the 2nd DVI port via the DVI<->VGA connector and that seemed to work fine. I could not replicate this problem on the analog monitor.
Hopefully this is just a software issue. Here are my system specs:
