Hi. My cpu is 6700k on stock. During Unigine Heaven test i have weird cpu clock spikes to 800 mhz or 2000mhz+. Overall is ok 4ghz but why i have that spikes is this normal? Temps are fine 40-50C.
Screen during one of the spike:

My mobo is Asus Z170-P, Corsair 750 RM, 16gb ram.
Also i test 3dmark 11,13 and on 3dmark tests clock is fine always 4-4.2ghz.

Only in Unigine Heaven is downclocking very randomly. Any ideas?

It down clocks because it's nearly idle. 3.8% loaded in your screenshot.

Looks like one says it's at 4.2 and the other says it's at 2.5?

It's a video card test, not a CPU test.
Skylake is a little better than Haswell, too.

Those what you refer to as spikes are so called P-states in which CPU increase and decrease frequency and Vcore according to load. And they occur much faster than cpu-z displays. Cpu-z will register probably only every tenth or so P-state change. And you really can't expect these values to be constant, they change even when application doesn't seem to be behaving differently. The reason why there is low load is the benchmark being GPU bound.
