670 Overclocking - Oscillating Frequencies??

Hey guys I have the asus 670 gtx TOP graphics card and ive been attempting to overcloock it a bit. I have gotten my offset to +91mhz which puts my core clock at 1150mhz and my boost at 1228mhz. It gets through the heaven benchmark fine but when I monitor the frequencies with precision x I see that the clock speeds are all over the map anywhere from 1110mhz to 1306mhz. What does this mean? Ill post a picture below. I have the voltage set to max and the same with the power target (117%), also my temps are not exceeding 70C, the highest it got to was 65C. Can someone interpret this for me? I have not touched the memory speeds yet because these ocsillating frequencies are worrying me. Also, am I suppose to keep the power target and voltage set to max or is that bad for the life span of the card? All help is greatly appreciated.

When you overclock the card it doesn't boost to exactly the boost clock. For instance my 670s boost to 1215Mhz but GPU-Z reports my boost clock as 1118Mhz. It won't go below the base boost clock though. What will happen is at around 70c the card will throttle down by a few Mhz and as temperatures rise more it will throttle more to keep the temp in check. If you hit the power limit on the card it will also throttle. My cards can go to 145% for the power target meaning it will not throttle based on power draw until it hits that mark. The clock speed may vary depending on the load as well. Is the max power target 115% for your card?

I don't know about the small fluctuations in the graph that's strange but something is causing it to bounce.
