6600GT not working right

My brother bought an eMachines T6524 (click for specs) and an eVGA 6600GT PCI-E video card. It worked fine at first but now there's a bunch of weird crap all over his screen and sometimes it's like the video card just stops loading certain things in games. Here's an example:

What do you even call that problem? THe tech guy told him it was "artifacting," but I thought artifacting was just an image compression thing.

The tech also told him that the problem was from insufficient power and that he needed a new power supply. His system came with a 300W power supply, so we figured that made sense. So we put in my old 420W power supply and it didn't help at all. The video card still produces that weird crap on everything, even the BIOS boot screen!

Anyone have any ideas or at least know what the problem is called? Is his video card junk? It's been sent back once. What about his computer? Could the PCI-E slot be defective?

sounds like the vid card has bad memory. sometimes u can underclock the memory to fix this but if it happens in bios also u cant do anything. time to return the vid card.

artifacting is visual anomolies on the screen-generally from an overclocked or overheating vid card (or a bad one)
