Is it possible to easily make a 105W TDP CPU act like a 65W part in terms of power usage, presumably by disabling settings to do with PPT?

It looks like Ryzen Master and Eco mode might be another way, though I'm using Linux primarily and I'm not sure where that would leave me.

It will be somewhere in BIOS. Where exactly depends on who made your motherboard.

Yes, motherboard manufacturers have a setting in the BIOS for setting TDP. There are presets or you can manually set values. You can lower or raise the values.
