I'm building a new system and want to use WinXP 64 or Vista 64, Do i have to run only 64bit software on those operating systems? Or can you still run 32bit applications as well? Is it better to have a dual boot setup?

Unless you're looking to address 4GB of RAM it really is not worth it to go with a 64 bit version of windows at this time.

I will be using 8gb or ram, so i guess 64bit is only way to go?

You'll get better driver support out of Vista 64, the drivers for XP 64 still have their issues. I'm curious as to what you'll be using 8GB of RAM for in a workstation though.

I do webdesign, and also work with 3D programs like Maya, 3ds Max, Cinema 4D, etc.. I also want to get into video stuff. I figured you can never have too much ram doing things like that?

For that kind of stuff more RAM is good. Whether you will really be utilizing 8GB of it though I'm not so sure. As cheap as RAM is now though I guess it can't hurt. Typically when I think of systems with 8GB of RAM I think more along the lines of servers.
