My r9 290 goes down to 61-64c by leaving my case open? I think even i change my casing to full tower etc i cant get this kind of temp unless i leave it open because its r9 290?

you should be able to with good airflow. It helps if you have nothing blocking the front fans like drive bays. Some drive bays are removable or in the case of the Nanoxia Deep silence 1, you are able to put them at the bottom of the case.

A side fan is also desirable and a rear exhaust fan is of course essential.

From what temperature?

No thts not my casing if only i can change it, my temp in my gpu is 61-64c if i leave it open case, if i put it back its 74-75c. I mean i dnt think i can get 61-64c temp even if i change my casing. Because its r9 290 gpu its supposed to run hot. Unless i leave it open.

Changing your case may not be necessary. You're seeing a 10-14c drop by removing the side panel, which suggests that airflow is poor around the video card. Mounting a fan on the door of your case or perhaps over the empty expansion slot holes in the back should help tremendously. What case are you running now?

nevermind i think i need to change my casing.

You don't need to change the case. Those cases have plenty of ventilation, you just need to have a proper fan setup.

How many fans do you have now, what type are they, and which ones are setup for intake or exhaust?

I'm pretty sure that his case's exhaust is an 80mm in the back and that's pretty much it. Check the towel thread for more info but any vaguely modern case would improve things drastically.

This is a picture of the computer in question:
