60mm Thermaltake any good?

Just noticed a 60mm Thermaltake 31CFM fan on sale on one of my frequently visited sites. It runs at 28dB (which is quieter than the YSTech 36dB screamer on my FOP32-1).

$10CDN (~$6US).

Are these any good for the price? At 8dB less than the YSTech I have now, it's very tempting.....
