Got in on that SOYO deal earlier this year and am running with the stock AMD heat sink and fan.

This thing runs at 45C idle and averages 55C at full load. The other day it was hot out and it got up to 60C and started beeping. I think its time for a new HS/FAN.

Looking to buy a new one for about 20$ from SVC. Any ideas on whats the best fan for the best price these days?

If you're willing to spend a little more, you could get an Alpha 8045 and a decent 80mm fan. That'll keep your rig nice and cool without much noise.
 
I've also heard good things about the Thermalright AX7 running around a 50 cfm 80 mm fan. You don't have to remove the mobo from the case with it because it uses all 6 of the socket tabs instead of the 4 holes around the socket like the Alpha uses. The Alpha is also a good choice; I am running 1 on 1 of my folding rigs, as well as a Swiftech MC462.
 
alphas rock they are so big you almost do not need a fan. any old fan on top is ok. get a cheapo from bestbyte.net.
