6 core HW-E vs Ryzen

Is the 6 core HW-E CPU overclocked like in my signature still much better than Ryzen for gaming? I've been having some weird restarts which I can't determine the cause of. It happens regradress of the overclock. I really don't know what to do because I can't diagnose my componets individually so I can't say what's causing the restarts.
Can it be the OS? Should I install it anew on a new drive and see if it helps? Any other suggestions?
Because of the instability resaling my old parts might be problematic. I can for sure check the memory if I go the ryzen route but that's basically it. I unplagged everything that's not necessary for the computer to function aside from the memory. There was this test that check memory specifically, what was it called? gold memory?
My suspicions lay on the PSU and the mobo but how should I check that specifically? The mobo reports unusually high voltage drom at the CPU input voltage, over 0.1V that's a bit too much but can it be the culprit? Any suggestion what to do in this case?

I would start with a fresh install on the same drive (reformatted) and see what happens. Before doing so, reset everything to stock in BIOS. If you are still experiencing issues, I'd start singling out components.

Going Ryzen won't be much of an upgrade. The downside of HS-E is its slower memory support (compared to BD-E). Going to BD-E lets you go with faster RAM with lower latency as long as your MB supports it. Of course getting to 4.3+ GHz on Broadwell-E is a challenge without lots of voltage. If you get a bad sample then it may be a downgrade in games.

I would hold off and look for special deals on Broadwell E. The current retail prices are too much imo

Please don't buy that! It is most likely a scam. But the price is what I would go for. I've been scammed on Ebay a few times, but I've always been refunded through my CC company.

if you do have a big problem with your system (motherboard) then perhaps Ryzen will be worth it; but not as a solid upgrade from a functioning X99 system.

I'd also check the vrm's to see how hot they're getting. May need new paste for heat sink.
