For Seattle and Portland, the quake damage will be double, not only will there be a possible magnitude 9 quake, and only 20 minutes later may come a 100 foot wall of Tsunami generated water, meaning a potentail million or so people in low lying areas will die.
Since the faults are moving 1.6 inches per year relative to each other, it means a potential 41 feet of displacement could be stored up over 311 years. As I recall, the 1906 San Franciscoe quake only had some 20 feet of displacement. And in far weaker continetal rock at shallower rock that mitigates the damage.
I could be wrong, but I don't think Portland is in danger of a tsunami. Maybe the low lying areas next to the Columbia river? But there's a 4,000' mountain range between Portland and the coast. Have there been any studies how far a tsunami would make it up the Columbia River Gorge? Is there any evidence that this has happened in the past?
Coastal communities will be obliterated though, that's for sure.
