+5v problems

I have an P4 2.6 GHz PC with a Antec True300 PSU & a Intel D845PEBT2 motherboard. Lately it has trouble recognizing some devices plugged into the USB ports.

I measured 4.57v on the 5v pin on one of the USB headers with a DMM.
I can't get to the 5.0v on the main motherboard power connector, but I measure 4.92v on the +5v supply for the optical drive.

So question is, is this likely the motherboard or the PSU? I guess it all depend on if the PSU internally has 1 or 2 rails for the PSU.
