5V & 12V rails on an Inwin PS are below standard levels, need help/advise

I've built this system for a couple of months now, and so far seems to be going on a downhill road.

Specs:

INWIN MICRO ATX MINI TOWER CASE, MODEL IW-L545P.180GUF
Asus A7N266-VM
AMD XP 1600 w/ Alpha 8045 HS & panaflo L1A
2x Crucial PC2100 256MB Ram
MSI TV @nywhere Model 8876-010
WESTERN DIGITAL "SPECIAL EDITION" 120GB 7200RPM EIDE HARD DRIVE MODEL # WD1200JB
Sony Floppy Drive
Toshiba DVD-rom model GD-2500


Software:

Windows 2000 pro
IUVCR Capture app
Beta drivers found in the MSI forum for the TV capture card.
MBM5 hardware monitor

Symptom:

Capture software crashes lately when multitasking (didn't use to when system was fresh install), and the only other app that i run in background is irc. The 5V rail reads at 4.9v and lower at times as low as 4.5v.
The 12V rail use to hover at 11.5V noW it drops as low as 11.15v.
Today the system shutdown itself while capturing which made me wonder why it did it since i don't have mbm5 to shutdown system when a certain condition is met.

CPU temps roam at 35-38C when idle 45-50C when at full load (using WCPRedit mod to cool the cpu then its idle)
Case tamp always seem to roam at 45C which i think is incorrect.

Now my question is for a solution for this problem, i want to keep using the same case and yATX PS are not readily avialable, the highest rated yATX i found was rated 200W and im not sure if it even fits on this case nor if it will solve my problem.

Any input is appreciated.

What is yATX? You may be better off getting a cheap ATX case to try regardless. They are not very expensive for medium towers even.

Anyways, your temperatures seem to be about right, and nothing wrong there, but I'm guessing your power supply fluctuations are too much. Perhaps a 350 or better powersupply unit would help. I'd strongly suggest you research into Antec True Power units, as I have one, and have seen very little to no power fluctuations whenever the cpu or other computer parts are under load.
