Question 5900x 2 cores always 85+

I have looked and have not found anything similar.
just built my first amd rig since x2 days. The 5900x is a beast, but 2 cores are always 85+ C. Even at idle. I am using the noctura 2 fan cooler and at idle it sits in the 30s but those 2 cores.
When I first got it up I ran prime 95 and it ran up to 85 for package then must have throttled because temps went to the 40s.
I took it all apart and reseated and reapplied thermal paste ( used the noctura stuff in package) and same deal.
Is this common ? Do I have a bad chip?

Open source hardware monitor? I’m outta town and not at pc. But I think that’s it
