IIRC, on point 3, if it's for "sporting purposes" over .50 doesn't qualify as a destructive device.
So if I want to buy
an M61 Vulcan Mini-Gun that fires 20mm rounds @ $15 a round (inert price!) and can find a "sporting purpose" for it, that baby is mine?

First, the ATF arbitrarily decides what is a "sporting purpose". This is why guns like the Stryker (AKA Streetsweeper) are Destructive Devices. Same for the USAS 12, a magazine fed shotgun.
The SPAS 12 was originally classified as a destructive device, but the makers (Franchi) changed the acronym to Sporting Purpose Automatic Shotgun 12 and somehow got it removed from the list.
So just because you call it for sporting purpose doesn't mean it will pass ATF muster. you can no longer import "non-sporting" rifles into the US. So when you see those Romanian or Bulgarian AKs for sale, they are just the old parts mated with new US made parts to get around that imporation ban.
The ban thus doing nothing but increasing the price.
You don't have to have a class 3 to have automatic weapons. They are just required for the transfer. There are a couple of Miniguns out there that are transferable. Just fill out the appropriate forms, have it shipped to a class 3 holder, they then transfer it to you after getting the ok from the ATF. Only automatic wepaons registered before 1986 can be transfered. Anything post 86 can only be sold to law enforcement or military.
