56k problems

my parents computer has a 56k modem in it that won't work, when it says dialing i pick up the handset on a phone that shares the line and its not dialing. I have tried 2 modems, the latest drivers. and i made sure wait for dial tone is off. I have no idea what is wrong, any thoughts.
 
What O.S? Do you have the original driver CD?
Is the modem internal or external?
Does the modem appear normal (drivers installed), in Device Manager?
If it's a "WinModem", there may also be a required a "helper application", which needs to start up when the computer boots.
 
Is it possible that the phone cord is plugged into the wrong jack on the modem? It should be plugged into the one marked Line or Telco.

XP the install CD is a gateway (its a rebuilt gateway computer, with a new case and mobo), so it won't let me slipstream SP2 into the CD so i basically can't reintall and major components without formatting. The modem im using is a US robotics 56k Preformance Pro that my friend gave me. It shows up in device manager and reports that its working. The first modem what we had was the original gateway one which one, which only connected at 28.8, so i swapped it out for mine when my comp was broken and it worked perect, may be it is just the jacks in wrong after all...
