56K modem only connects at 21k?!?!

I'm using a USR V90 modem at the moment and I can't get the connection to anything higher than 21.6Kbps. What gives?? It was fine before I move to the apt. It's my friend's pc anyway. He's using WinME and I've tried all sorts or drivers to go around it. The phone line is clear as water and the apt upstair is getting 48Kbps. What gives?
 
If all thats diff is your house, its the phone lines. It may sound clear, but may have interference or too many conversions between it and the ISP.
 
IT could not be the ISP prob. My friends above me are connected at almost 56k.

I guess it's the phone line. Lucky for me. I'm getting cable soon. Any other solutions?

The keyword is that you moved locations. Apartments have wires and splitters everywhere cutting your signal. Get cable or DSL.

Another question. I've got the Dlink 804 router. Do I need to set anything before I plug my PC to it? I'm using Win98Se.
